said to parliamentary journalists that nowadays remembering victims of terrorist
attacks, we shall understand that to successfully combat the manifestations of terrorism and spread of extremist ideology we need to combine the efforts of the state and society.
“In recent decades in the modern world, the problem of terrorism has reached a global scale, overstepping borders and shaking the state in the remotest parts of the world,” the head of the committee said. “For the Russians who survived the bloody war with international terrorism in the North Caucasus, the terrorist attacks in Budennovsk, Buinaksk, Pervomaisk, Beslan, Volgograd, Makhachkala, Grozny, Moscow and St. Petersburg, the Day of Solidarity in the Fight against Terrorism is of particular importance. Moreover, the danger of the spread of terrorism around the world is not weakening. It is always around. And the terrorist act which led to the death of head of the Donetsk People's Republic Alexander Zakharchenko is another proof. In such circumstances, attention to the issues of countering terrorism should not be woken.
Having come to Syria for assistance, in the past few years Russia was able almost alone to turn the course of the conflict and to crush the terrorist state that arose in the Middle East. The process of peaceful settlement, which Russia is now jointly conducting with Iran and Turkey in Syria, is of great importance in countering the spread of terrorism to other countries. Together with Iran and Turkey, Russia also conducts targeted work to prevent drug trafficking. As you know, drug trafficking is one of the most important financial sources of terrorism”.
“This year the State Duma adopted several important bills in the field of countering terrorism,” Vasilii Piskarev told journalists. “In particular, the heads of the regions of the Russian Federation received additional powers to create antiterrorist commissions in municipalities. This will help to organize the solution of preventing terrorism, minimizing and eliminating the consequences of its manifestation at the local level. Earlier, the State Duma passed a law aimed at countering the so-called “telephone terrorism”. It allowed telecom operators to block telephone numbers, which were used to make calls with false reports on terrorist attacks, upon requests of law enforcement agencies. The criminal responsibility for such actions and for recruiting members of terrorist groups was tightened. Terrorists’ recruiters now receive serious sentences and can be punished up to life imprisonment”.
Since 1 January 2018, the federal law “On the Security of the Critical Information Infrastructure of the Russian Federation” has been acting, the members of the State Duma also made a number of amendments to the current legislation in the field of information security and countering cyberterrorism, measures have been taken to protect adolescents from negative information that is harmful to their health and development.
Vasilii Piskarev stated that “the Committee on Security and Corruption Control is working in close contact with other State Duma’s committees, the leadership of the Interior Ministry, the Federal Security Service, the Federal Security Guard Service and the Prosecutor General's Office of the Russian Federation and the expert community to improve legislation”. Along with this systemic legislative activity, the member of the State Duma stressed the importance of preventive work among students and schoolchildren. “At school and universities that have begun these days we need to have a frank conversation with the children about the observance of safety rules when communicating on the Internet, and especially in social networks. We need to teach them to rebuff recruiters of terrorists and extremists who resort to various tricks in order to involve more and more young participants in the illegal activities of their groups. It is necessary to form social mechanisms of self-defense that will prevent the ideological brain-washing of youth by members of terrorist communities,” Vasilii Piskarev stressed. “The members of the State Duma will do everything possible within the limits of its jurisdiction to provide the state and society with legislative protection against terrorist threats and to provide law enforcement bodies with a legal basis for effective counteraction to terrorism”.
