“Deputies of the State Duma of the Federal Assembly of the Russian Federation express serious concern over the renewal of the deterioration of the situation in the Nagorno-Karabakh region that has led to numerous human casualties and parliamentarians strongly condemn use of force by both sides,” the draft statement says.
The parliamentarians also stressed the need for an immediate ceasefire in the conflict zone, and also called on parties to the conflict to prevent the escalation of confrontation in the region and noted that there would be no alternative to a peaceful settlement of the situation.
“The deputies of the State Duma urge the parties to return to the negotiation process as soon as possible and are ready to offer mediation assistance in stabilizing the situation,” the document says.
In case of the adoption, the statement will be sent to the President of the Russian Federation, the Government, the parliaments of Azerbaijan and Armenia, the co-chairs of the OSCE Minsk Group, the Inter-Parliamentary Union, the CSTO PA, the IPA CIS, PACE and the OSCE PA.
As the Chairman
of the Committee on International Affairs Leonid Slutskiy
Slutsky
Leonid Eduardovich
said, “the situation
in Nagorno-Karabakh should not have a forced or military solution. The parties
should stop, show restraint in order to avoid new human casualties and return
to the negotiation process. ”
According to him, the members of the State Duma on Tuesday would consider a draft statement on the need for an immediate ceasefire in the Nagorno-Karabakh region. “We are ready to perform mediator activities to prevent further escalation,” stressed Leonid Slutskiy.
“All external actors should direct their efforts to resolve the situation in Nagorno-Karabakh, and not to contribute in the escalation of the conflict. The hot spot in the Caucasus can lead to the most disastrous consequences for the entire regional security system,” the parliamentarian concluded.
