The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
and the Speaker of the National Assembly of the Republic of Zimbabwe Jacob
Mudenda was held at the State Duma.
Vyacheslav Volodin noted the fact that it was his third meeting with Jacob Mudenda.
“We are glad to welcome you at the Second International Parliamentary Conference “Russia-Africa”. 40 countries are participating in the Conference,” he said.
“Relations between our countries are developing dynamically most of all because of a high-level dialogue between the heads of our states. It is important for us to provide legislative support to the decisions made at the highest level,” stressed Vyacheslav Volodin.
The Chairman of the State Duma also recalled that the Agreement on cooperation between the State Duma and the National Assembly of Zimbabwe was signed in 2022.
“So, it is very important to do everything to implement this agreement. We propose to create an inter-parliamentary commission which will enable us to work more substantively on issues that are important for both our states,” he added.
Countering sanctions and providing mutual support
“Our country stands for a multipolar world, for a just world order,” stressed Vyacheslav Volodin.
According to him, relations between countries should be built on the principles of mutual respect, mutually beneficial cooperation and non-interference in the internal affairs of sovereign states.
“Zimbabwe knows well about the sanctions, and this brings us closer. We should understand that by overcoming them, we become stronger,” said the Chairman of the State Duma.
“Zimbabwe is with you, Zimbabwe is with Russia countering sanctions,” said Jacob Mudenda.
He said that he expected sanctions to make Russia stronger and make many areas self-sufficient.
“We know that Russia does not confront Ukraine, Russia confronts NATO,” stressed Jacob Mudenda and added that Russia’s position “first of all, is to protect its territory, protect its borders and counter NATO military expansion.”
Expectations of the Russia-Africa Conference
Jacob Mudenda expressed gratitude to Vyacheslav Volodin for the hospitality and warm welcome.
According to him, the Second International Parliamentary Conference “Russia-Africa” demonstrates the importance of relations at the parliamentary level between Africa and the Russian Federation.
“The announced topics for discussion make us expect that this Conference will significantly advance understanding and strengthen relations between Russia and the countries of Africa,” added Jacob Mudenda.
The Speaker of the National Assembly of the Republic of Zimbabwe noted Russia’s efforts aimed at strengthening relations with Africa.
“Such meetings will help share experience between the African states and the Russian Federation and develop solutions. There is also an exchange of views and development of positions on international security. You know, these issues are the most relevant now,” concluded Jacob Mudenda.
On 19–20
March 2023, the State Duma will host the Second International Parliamentary
Conference “Russia – Africa” in Moscow.
More than 40 official parliamentary delegations from almost all African countries will take part in the Conference. Representatives of the scientific, educational and expert communities from Russia and African countries, members of the State Duma, federal executive authorities, senators of the Federation Council, chairmen of the legislative bodies of the constituent entities of the Russian Federation, representatives of the business community will also take part in the events of the Conference.
The objectives of the Conference are to strengthen parliamentary cooperation with African countries in the conditions of formation of a multipolar world, to develop relations and develop common approaches to legal regulation in the economy, science and education and security.
On March 19, on the first day of the Conference, there will be held the following round tables:
- Parliamentary Support of Scientific and Educational Cooperation
- Legislative Response to Economic Challenges
- Indivisible Security: Capabilities and Contributions of Parliaments
- Neocolonialism of the West: How to Prevent the Repetition of History.
On March 19, there will be also held a business breakfast with participation of the parliamentary delegations of African states and Russian business representatives.
On March 20, there will be held a plenary session of the International Parliamentary Conference entitled “Russia-Africa in the multipolar world”.
As part of the events of the Conference, the Chairman of the State Duma Vyacheslav Volodin will hold bilateral meetings with several heads of delegations, speakers of parliaments and chambers of parliaments of African countries.
The Conference is planned to be held just few months before the Second Russia-Africa Summit, which is planned to be held on July 2023 in Saint Petersburg.
The First International Conference “Russia – Africa” was held in Moscow in 2019.
