The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
, together with the General Secretary of the Communist
Party of Vietnam Central Committee Tô Lâm, visited the Russian Presidential
Academy of National Economy and Public Administration.
During their visit to the Academy, they met with the Rector of the Academy Alexey Komissarov, professors and students.
In his opening speech, the Chairman of the State Duma noted a great contribution of the leaders of Russia and Vietnam to the development of the dialogue between the two countries. “This type of cooperation at the highest state level allows us to do our best to develop other formats. Our task is to provide legislative support to the decisions reached at the level of heads of states,” he emphasized.
The Chairman of the State Duma also noted the recent effective negotiations held at the State Duma earlier that day. “Comrade Tô Lâm, having parliamentary experience, knows the real situation and made a proposal to increase effectiveness of inter-parliamentary cooperation. We hope that this will be a good foundation, and we will do our best with our colleagues from Vietnam to make our own contribution within the parliamentary dimension to the development of relations between our nations,” said Vyacheslav Volodin.
The Chairman of the State Duma also noted that the visit of the General Secretary of the Communist Party of Vietnam Central Committee to Russia is taking place at the time of celebrations of the 80th anniversary of the Victory in the Great Patriotic War.
“In 1941, Vietnamese students who studied in the Soviet Union, who came through the Comintern, fought against fascism to save the world from the brown plague. They did everything to protect the freedom of other people and provided the opportunity to the whole world to develop in the future,” stressed Vyacheslav Volodin. “This contribution of the people of Vietnam to the fight against Nazi Germany was made in 1941, and in 1945, after the Victory, the Soviet Union did everything for the independence of Vietnam,” he added.
“I would like to congratulate everyone on the holiday. The victory gained 80 years ago has united us all today. It is very important that our friends came to celebrate with us. We can say with confidence that this friendship has been tested by time. This is not a common thing, but in the case of Vietnam it is exactly so. Because, despite the changes in the political situation, relations have only strengthened,“ emphasized Vyacheslav Volodin.
Tô Lâm addressed the meeting participants on the topic “Foreign Policy Priorities of the Socialist Republic of Vietnam.”
“Once again, let me congratulate you on this important date — Victory in the Great Patriotic War,” he addressed the meeting participants. “Over these days, I and the members of my delegation have received a warm welcome from the officials and people of Russia. And every time I come here, I have a feeling like I am at home and meet with my family,” he added.
According to Tô Lâm, the victory over fascism in 1945 put an end to one of the darkest periods in the history of mankind and opened a new era of peace. “This victory inspired, gave faith and strength to many oppressed nations, including our Vietnamese, inspired them to fight for independence and helped to get rid of colonial imperialist rule,” emphasized the General Secretary of the Communist Party of Vietnam Central Committee.
Speaking about the development of relations, Tô Lâm noted that Russia has a special place in the hearts of the Vietnamese people. “Despite the geographical distance, our countries have significant historical and spiritual values. Our nations are related in spirit, united in overcoming challenges and following the path of development. Most importantly, we are united by the spirit of camaraderie and brotherhood,” he emphasized.
Strengthening and enhancing the comprehensive partnership between Vietnam and Russia in various fields will remain one of the main priorities of the Republic's foreign policy, according to Tô Lâm.
Speaking about Russia-Vietnam cooperation in the educational area, the Rector of the Academy Alexey Komissarov emphasized that the university had developed trusting and constructive relations with leading universities and research centers in Vietnam. “The formats of interaction with each of the counterparts are different and include student exchanges, mutual internships and advanced training programs for civil servants, scientific and practical conferences, joint development of strategically significant documents on current issues of further development of the comprehensive strategic partnership between Russia and Vietnam,” he added.
In the presence of distinguished guests and students of the Academy, Tô Lâm was awarded with the diploma of Honorary Professor of the Russian Presidential Academy of National Economy and Public Administration.
The Rector of the Academy also gave to the politician a copy of the dissertation of the former General Secretary of the Central Committee of the Communist Party of Vietnam Nguyễn Phú Trọng, which he presented in 1983 in Moscow at the Academy of Social Sciences under the Central Committee of the CPSU. His research was focused on the activity of the Communist Party of Vietnam aimed at strengthening ties with the masses at that time, taking into account the experience of the Communist Party of the Soviet Union.
