Members of the State Duma unanimously voted for adoption of a law on the denunciation of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and its protocols. The relevant document had been recently submitted by the President of Russia Vladimir Putin.
“The work of our country in the European Committee for the Prevention of Torture and Inhuman or Degrading
Treatment or Punishment is blocked by the Council of Europe, which has not

“Our requests to ensure Russia's representation are ignored, despite the principle of cooperation enshrined in the European Convention,” he emphasized.
“These discriminatory conditions not only violate Russia's representative rights in the European Committee, but also undermine the mechanism established by the European Convention for mutual monitoring of compliance with international obligations in the field of prevention of torture and other inhuman or degrading treatment,” the explanatory note to the document also says.
During the discussion, the Chairman of the State Duma noted that the decision to denounce the agreement has been long overdue. According to him, Russia has demonstrated “patience and a desire to conduct a dialogue.” “The Council of Europe not only makes unfriendly decisions against our country, but is doing everything to destroy Russia,” emphasized Vyacheslav Volodin.
The Chairman of the State Duma noted the effective protection of human rights provided in the Russian legislation. “We have a constitutional norm, national legislation, and we must do everything for our part to ensure that the law is impeccably observed,” he said.
“There are entire institutions that do not exist in other countries: the Human Rights Commissioner, the Children's Rights Commissioner, the Regional Human Rights Commissioner, the Human Rights Council. These institutions are working and developing,” said Vyacheslav Volodin.
