The State Duma ratified the Agreement between the Government of the Russian Federation and the Government of the People’s Republic of China on Promotion and Mutual Protection of Investment.

The document was signed on May 8, 2025, in Moscow.

The agreement provides fair and equitable investment regime for investors from Russia and China and prohibits discriminatory measures and creates conditions no less favorable than those provided to domestic investors or investors from third countries. The document also regulates the consideration of investment permit applications by competent authorities.

“We ratify the Agreement in a very difficult time. More than 30 thousand sanctions were imposed against our country to halt its development. And in these conditions we together with our counterpart – the People’s Republic of China – sign an agreement on promotion and mutual protection of investment. This shows that the level of our relations is very high, so that the external threats only unite us.
