The State Duma of the Federal Assembly of the Russian Federation appeal to the parliaments of the member states of the United Nations Organization, international parliamentary organizations and the world community and urges to strongly condemn the increase in the military presence of the United States of America in the southern part of the Caribbean Sea near Venezuela’s territorial waters under the pretense of fighting against drug cartels.
Washington’s aggressive and provocative actions against a sovereign state contradict universally recognized principles and norms of international law enshrined in the UN Charter and in Article 88 of the UN Convention on the Law of the Sea and result in a dangerous growth of tension in the region of Latin America and the Caribbean.
The State Duma deputies express their unequivocal support and solidarity to the leadership of Venezuela in protecting national sovereignty and underline the importance of the country’s stable and independent development.
The State Duma calls on the USA to refrain from aggravating the explosive situation and facilitate searching for solutions of the challenges related to the trans-border organized criminal activity and drug trafficking by way of cooperation and dialogue between the countries and bona fide fulfillment of the international legal obligations.
The international community should immediately and unconditionally condemn the threat or use of force in respect of Venezuela and come out for preservation of Latin America and the Caribbean as the area of peace, stability and cooperation.
