. This highest award is presented for his many years of work dedicated
to development of inter-parliamentary dialogue between Russia and Cuba. Ivan
Melnikov is the Co-Chair of the Commission on Cooperation between the State
Duma and the National Assembly of People's Power of Cuba, he has made this
format of interaction more effective.

, all members of the State Duma unanimously
support the development of relations between the two countries. “This is the result
of a long journey through obstacles and sanctions faced by Cuban and Russian people,”
he emphasized.
“A friend in need is a friend indeed. When we talk about challenges, we can overcome them together. And when you have a shoulder to lean on and the support of your comrades, it is easier to do that. Historical experience shows that our countries persistently and consistently achieve their development goals. Therefore, victory will be ours,” emphasized Vyacheslav Volodin.
Roberto Tomás Morales Ojeda, Politburo member, Secretary of the Central Committee of the Communist Party for Organizational Affairs, and member of the National Assembly of People's Power of the Republic of Cuba, noted that Mr. Melnikov “is like an indestructible bridge” that connects our countries. “Speaking of friendship between Cuba and Russia means remembering pages of shared history. This is not a temporary alliance for getting benefits, but a strategic bond based on a shared worldview. In the most difficult moments, the voice of Russia, and especially the Communist Party and the State Duma, became an echo of hope and resistance,” said Roberto Tomás Morales Ojeda.
In turn, Ivan Melnikov expressed
his gratitude to the President of the Republic of Cuba Miguel Díaz-Canel
Bermúdez and the Cuban people for such a high appreciation of his contribution
to the development of inter-parliamentary dialogue between the two countries.
He also expressed special gratitude to the Chairman of the State Duma Vyacheslav
Volodin and the CPRF faction leader Gennady Zyuganov

for the development of Russia-Cuba cooperation. “For me, these relations are
probably even more than friendship,” noted the First Deputy Chairman of the State Duma. “In the current conditions and circumstances, when the world is
changing, when the unipolar world is almost a thing of the past, not only
Russia and Cuba need this type of friendship. It is bigger than that. It is
once again an important factor in international affairs,” he added.
Gennady Zyuganov, leader of the CPRF faction, noted that the Republic has served as a moral example for over half a century, a model of the struggle for justice, sovereignty, and genuine independence: “It is no coincidence that Cuba is known around the world as an island of freedom, a place of courageous, true heroes.”
“The position of the Chairman of the State Duma is crucial for solidarity. He sets a good example of how to consolidate the work of parties with different views, positions, and programs. This is not just an award; it is a celebration of solidarity, friendship, and peace in the name of Cuba and the future of our people,” he added.
